  • Stacy reported that the current balance in the checking account is $7,338.32 and $8,428. 24 on the Balance sheet. She also reported that we have $2, 377.34 in the Midway USA account.

  • Agent Report

Allyssa mentioned that we should let members know how they need to sign up for enrolling their fair targets into the fair. Only 1 target per discipline is allowed to be enrolled in the fair. We need to look at the Rule Book and decide what changes need to be made and submit them before our September meeting. Changes will be voted on in October.

  • Fundraising Committee

    • July State Trap will be held July 7-11
    • We will be unloading off a trailer to load the traps.
    • We will need about 10 members and adults each night to load traps.
    • Use sign-up Genius will go out to all shooting sports members to help with this fundraiser
  • Discipline Reports

    • Shotgun
      • Went very well and everyone had fun
      • Shells stored and put on inventory list—enough left over for next year
      • Finished on May 22

      • Contacted enrolled member and did not get a response back.
      • Looking at curriculum to see how to outline the discipline

Old Business

  • Camp

    • Jeremy has all of the archery and air pistol equipment in the trailer, along with the backers for pistol and rifle.
    • Katey will be bringing the air rifle equipment
    • Coya, Josh, Katey, Joe, Jeremy, Stacy, and Samaria will be helping out with this workshop
  • MRSA Backboards

    • We discussed sending them a check to help with buying the wood for the backers because they weren’t sure when they would be making them.
    • Jeremy made the following motion- “I move to dontate $400 to the MRSA for wood for the target backers.” Coya 2nd the motion. Motion passed
  • Record Books

    • Record books will be due by July 19 for Shooting Sports leaders to go over before they go to the organizational leaders.
    • Non-Animal Journal/ Project Book/Skill sheets due for each shooting sports discipline

New Business

  • Great Falls Instructor Training

    • Allyssa will contact Scott Francis and let him know that we would like to host a training next year.
  • 2022 Archery Tournament Date

    • February 18-19 (19th would be the date of the tournament)- Fair grounds
  • Stop the Bleed

    • Training next fall for leaders
    • Coya would like to see Tourniquet kits at each location for shooting sports disciplines be bought next year.

Allyssa mentioned that there might be 2 new members next year in shooting sports since they were asking about the program when they signed up for 4-H. She let us know that Elizabeth Juhl (archery), Victoria Kirby (rifle), and Samaria Kirby (hunting) went and got certified in shooting sports disciplines. Archery members have an opportunity to attend the Mock National tournament in Livingston. It is $50 for 3 days. State scores are yet to come out. Allyssa will be gone May 6-10 and the office will be closed May 31st.

Allyssa let us know about the new Covid guidelines (restrictions were lifted, no planning packets, but small group are still recommended and to keep a list of names. Also masks are still required to be worn at the extension office.) She let us know that Scott had sent out an email letting everyone know that the scores from state should be out next week. Also that National shooting sports is a go but Montana still has a no travel ban, which means our kids will not be able to go. They plan on having summer activities for the youth to take part in. Allyssa wanted to thank everyone for following the guidelines this past year.

Stacy reported that the current balance in the checking account is $9,075.91 on the bank statement and $9,068.24 on the Balance sheet. We have $2,289.38 in the Midway USA account.

  • Allyssa told us the JD’s have started camp planning and discussed maybe having a shooting sports event at camp again this year. COVID restrictions are the same as last month. Registration for the postal events are coming into the office, which is good. April plans on getting the minutes from the meeting on the website.

-       Sponsorship Committee

  • Next meeting will be March 15, 2021 at 6 p.m.
  • We received an additional $50 from the donor campaign

Agent Report

  • Allyssa let us know that new discipline trainings are postponed for now. Covid Procedures are still the same as before. They are looking at holding a State Shoot, but it will be different than before. More information is to come later this month.

Fundraising Committee

  • Jeremy let us know through email about a fundraiser from the Trap Club. This fundraiser would bring about $500 into the program and all we would need to do is load traps during their state shoot in July. This will take 8 to 10 volunteers for 1-2 hours each night (total of 4 nights). Coya moved to fill out the fundraising form to do the Trap State Shoot fundraiser and to use the money for the Shotgun program. Stacy seconded the motion. Motion was voted on and passed.

Sponsorship Committee

  • We have received $700 from the combined campaign so far.

  •  1st session is full and 2nd session still has openings (Will still take applications until February 12)
  • Advanced class started January 7 at 5:30
  • Archery contract is with legal in Bozeman and then it and COI will be ready.
  • Level 2 Instructor class is January 23-24 in Helena---Jeremy, Paul & Stacy are attending.
  • Late fee of $5 or $10 should be added to registration next year.
  • Postal scores need to be turned in by April 13

  • Jeremy notified us about the Federal Spring Shotshell Program. He said that 25 more cases of shells through this program would cost us $1,325, which would give him enough to get through this season.
  • Coya made the following motion: I move that we purchase 50 cases from the Federal Spring Shotshell Program using our debit card by the end of February for the shotgun program. Stacy 2nd the motion. Voted on and passed.

Old Business

  • 2021 Live Tournament
    • Due to Covid restrictions is was suggested that we cancel this tournament this year.
    • We have the Salvation Army reserved in February
    • We can only have 25 people in attendance at one time.
    • We need to discuss and decide by January 15, what we are going to do.
    • Allyssa will also call and ask the State about large groups of people

New Business

  • Project Book Requirements
    • Coya was wondering if the kids had to fill out the Practice Record pages and the Special Interest pages.
    • We decided that yes they did need to fill these out since they are part of the Activity part of the book and need to be signed off on as complete to have that part finished.
    • If they are not complete for Air Pistol and Air Rifle this year then they will be exempt from filling them out, but only for this year. This is due to the fact that the kids might not of keep their targets to write their scores down on.

Minutes were approved as read. Correspondence- Montana 4-H Foundation sent a donation letter and the New Insurance cards for the trailer arrived.

Treasurer’s Report:

Stacy reported that the current balance in the checking account is $5,565.01 and the balance sheet says that we have $ 5,522.50. State Farm check for October still hasn’t cleared yet. We also had to refund Franklins $40 for rifle registration due to them dropping the project. We have $2084.86 in the Midway USA account.

Allyssa let us know that the discipline trainings are postponed for now. Garrett will still be able to help but can’t instruct during practices until he can go through a training. She also commented on the COVID requirements of 25 people at events and that everything has to be sanitized after each practice. NRA grants are now open and close at the end of December. Allyssa read a letter to the committee about her concerns about the program and policies that we need to follow.

Travel Reimbursement Policy

  • Will go into the rule book after it is approved
  • Coya said that the policy should say maximum of $1000
  • Coya made the following motion: “I move to approve the policy that Allyssa drafted up with the change of maximum of $1000 and the policy form” Stacy 2nd the motion.
  • The motion was voted on and passed.

Financial Policy

  • Foundation approved the policy and now all committees will follow them
  • Log sheet for debit card will be kept at the office and the debit card will be kept in a box instead of an envelope
  • Expenditure forms can have 2 signatures or a copy of the minutes with a motion on who can use the card
    o Expenditure forms can be found on-line

Project Day

  • No definite plan was discussed
  • Coya said that she was going to make videos for archery and pistol to help kids complete their books.

Rocky Mountain Elk Grant

Coya reported that she finalized the report on November 18, 2020

Stacy reported that the current balance in the checking account is $ 6381.79 and the balance sheet says that we have $6,304.74. There were some checks that have been cleared yet. We also had to refund Franklins $40 for rifle registration due to them dropping the project. The new safe cost $700 with a $25 rebate card. We have $2084 in the Midway USA account.

  • We talked about combining the BB gun & air rifle categories, Make a postal category and a tournament category
  • We decided to up the cleaning supplies to $300 for all the disciplines

Archery Advanced Class

  • Jeremy would like to hold an advanced class on Thursday night from 6:00 until 7:30 for 11 weeks
  • Cost for build use is $5/night/child
  • Coya made the following motion:
    • Advanced archery class will be formed and that up to 50% of the cost will be covered by the committee for up to 12 students. Katey 2nd the motion.
  • Discussion on motion
    • Come up with guidelines that member have to meet to be in class
    • Have an application process to get into the class
    • Committee could help cover the fee if people need help with the $55
  • Amendment of motion:
    • Coya amended her motion to state: Advanced archery class will be formed and that up to 50% of the cost will be covered by the committee for up to 12 students using an application process. 2nd by Katey
  • Motion was voted on by members and passed.
  • Jeremy will work on an application for the committee to approve that can be sent out to members.

Minutes and Correspondence

Allyssa changed April and Suzi to Allyssa regarding who will be doing the leader’s training come November.
Samaria motioned to approve September’s minutes, Joe seconded. No discussion. Motion passed.

Agent Report

Allyssa reported that enrollment is open as of today. There are many new interested students and there is one
father that is interested in becoming an instructor. She also reminded everyone that it is important that leaders
get enrolled right away as we are not covered by insurance until we are enrolled. She also stated that
payments can be taken online through Zsuite, however, they are unsure on who will be paying the fee and that
individuals should be prepared to pay a fee. She didn’t know if the fee would then be covered by the Leader’s
Council or the committee, if the family did not pay the fee..

She also wanted to let everyone know that there was a financial meeting earlier today and that there will be an
executive committee meeting that will discuss committee finances and procedures on October 12th, at 7:00
p.m. This will take place right after the sponsorship committee meeting which is at 6:00 p.m. that night. There
will be a separate meeting specifically for treasurers at another date and time.

Treasurer's Report

Stacy reported that the current balance in the checking account is $5933.75 and the balance sheet that is
attached shows $5898.68. It could be the checks that have yet to be signed.

Jeremy reported the Midway investment account is sitting at $2044.27.

We have not heard what the check for $200 from Foundation came from or what it was in regards to.

Committee Reports

Fundraising

Jeremy reported that Midway does have items to donate, but they do expect roughly half of the estimated
value of the item to be reinvested in the endowment account. He said that from what he has heard from others
involved, if we do not reach their goals, it may affect their willingness to donate items to us in the future.

He also said that in the month of October, Midway is also doing a Hometown Shooting Challenge (Sort of like a
postal shoot) and that, for a $20 entry fee, anyone in the community can enter in their scores and the money
raised (entrants choose which team to donate toward) goes toward our endowment account. This is for certain
trap, skeet, airgun, and small bore competitions. Also, anyone wanting to donate $20 and not shoot, it will still
be added to our endowment account. All donations are matched.

He said a raffle, similar to last year, around Christmas time is not out of the question.

Allyssa asked who is on the committee and Jeremy stated that currently it is Jeremy, Stacy, and Paul. She also
tasked us to see how much we are going to need to raise this year and reminded us that a fundraising request
form must be filled out and approved from Leader’s Council before any fundraising takes place.

Sponsorship Commitee

The next sponsorship meeting is scheduled for October 14th at 6 p.m. at the extension office.

Unfinished Business

Grants

Northwest Farm Credit Services Community Grant

Jeremy reported that it was down to us and one other organization.
They won the award for this year but we are encouraged to apply again next year.

Rocky Mountain Elk Foundation Grant

Coya is waiting on a couple of receipts. We have 60 days from the finalizing of the 4-H year to
file the completion report.

COVID Protocols

Scott sent out a new protocol and Coya had a few questions but she got them cleared up. (Attached)
Instructors must wear masks, but can be close to the students. Allyssa reminded us that we will ask members
to wear masks, but if they refuse, we will not police, but any member without a mask must stay 6 feet away
from others. Clear face coverings do count as a face mask.

Budget

We clarified what was needed for the budget. It will be voted upon at next month’s meeting.

Officer Nominations

Jeremy called for any additional nominations for President (currently Joe L. and Jeremy G.) and Secretary
(currently Samaria). No new nominations.

New Business

Transportation Reimbursement

Coya stated she looked over the Foundation Operating Policies and they state that there is a $500 limit for
Shooting Sports and that it doesn’t specify that it is just for the state shoot.

After discussing the purpose and need of reimbursement, Joe motioned to allow for $25 per 4-H shooting sport
event, per member, with a maximum of $100 per family. Jon seconded. After discussion which included who
would keep track of who attended/received reimbursements (it was decided that the executive committee
would keep track) and whether it would be for in-county events, Joe rescinded his motion.

Joe then motioned to allow for reimbursement from the committee of $25 per out-of-county 4-H
shooting sport event, per member, with a maximum of $100 per family. Katey seconded. No further
discussion. Motion passed.

It was agreed that for this first year, we will budget for $1000. It was added to the budget (to be voted on at the
next meeting).

Skill Sheets

Joe motioned to accept the skill sheets with the corrections that were suggested. Katey seconded. No
discussion. Motion passed.

Upcoming Purchases

Since the budget has not been approved, there are few things that need to be purchased before the next
meeting. Joe motioned that Stacy purchase with the debit card up to $50.00 for cleaning, sanitizing,
masks, and oiling supplies. Samaria seconded. No discussion. Motion Passed.

Joe motioned to have Coya purchase 1 box of 40 co2 cartridges for Air Pistol from Scheels for up to
$30.00. Coya seconded. After discussion, Joe motioned to amend it to state to use the debit card. Coya
seconded the amendment. No further discussion. Motion passed.

Officer Elections

Allyssa passed out sheets for voting (and using online voting for Jon) for President. After she counted the
votes, Joe L. was elected president. Samaria was voted in by the majority via voice.

Other New Business

Jeremy motioned to remove Coya Williams from the committee bank account and to add Joe Leggett
and Samaria Kirby. Katey seconded. No discussion. Motion Passed.

Jeremy stated that there is an open spot on the board for Foundation and that it would be nice to have a
shooting sports leader on the board. They meet 4 times a year. The term is for 2 years. Samaria reminded us
that anyone can attend the Foundation meetings and give their input.

Samaria volunteered to be the Foundation Rep for the next meeting and the Leader’s Council Rep as well.
Allyssa stated she was on a 4-H call on Wednesday and that there is a Shooting Sports Leader’s training to be
held December 11th and 12th in Kalispell. They are looking to have one in Great Falls in the future, too.

Joe stated that there will be certification through the NRA for RSOs. One will be Chief Range Safety Officer
(October 17th in Conrad) and the other will be Range Safety Officer (October 18th in Great Falls). Since Josh
L. will be helping instruct Rifle, maybe he would be interested in getting certified since it is a requirement from
MRSA to have one certified RSO in the building at all times. Cost for CRSO is around $300 and RSO is around
$100.

Coya motioned to approve to reimburse up to $100 for a SS leader towards a regular certified RSO
training. Joe seconded. No discussion. Motion Passed.

Discipline Reports

Archery

Stacy happily reported that we do have a location for Archery this year. It will be at the Nazarene
church. They will be meeting to get keys. Anchor bolts will need to be installed. Allyssa will ask if we need an
MOU since no funds will exchange hands between the office and the building. She will also work on a
Certificate of Insurance. It will be on Monday nights. Jeremy stated there will also be an 8-week clinic for
advanced shooters that will be coming up as well. It will be limited to 10 students. The clinic will not be a
replacement for the regular archery season.

Air Pistol

The dates for Air Pistol will be Thursday, October 8th through December 17th, with a break for
Thanksgiving. Coya will meet Katey in Cascade to pick up all the necessary equipment for the season to begin.
Katey stated she will document that Coya picked them up. They will be stored at MRSA during the season.

Air Rifle

There will be an early season in Great Falls, starting Tuesday nights at the end of October. The office
will work on registration information. Katey is planning on having another season in Cascade in January. Katey
recommended adding another fill to the budget. A-Z Scuba does the fills and inspections.
